TENDER EXECUTIVE

KEY RESPONSIBILITIES

• Review tender documents to ensure clear understanding of bid requirements, scope of work, and technical specifications for Hook-Up & Commissioning (HUC) projects.
• Identify inconsistencies, deviations, or gaps in tender documents and prepare bid clarification queries for submission to Clients.
• Prepare tender briefing materials and conduct bid clarification/tender briefing sessions with project and management teams.
• Coordinate with multidisciplinary teams including PMT, Engineering, Fabrication, HUC, Finance, Legal, Tax, Insurance, and Procurement to obtain required inputs for bid submissions.
• Compile, review, and finalize technical and commercial proposal submissions in accordance with ITB requirements and bid strategy.
• Identify, establish, and develop all potential cost elements related to HUC project execution.
• Prepare and provide finalized costing data and proposal inputs for management review and approval.
• Assist in developing commercial qualifications, assumptions, exclusions, and technical exceptions for tender submissions.
• Understand and review key contractual terms and conditions, highlighting commercial and contractual risks/issues to management.
• Participate in post-bid activities including technical clarifications, negotiations, contract finalization, award discussions, and project handover to execution teams.
• Conduct and coordinate weekly tender progress meetings and ensure timely follow-up on outstanding actions/items.
• Expedite proposal inputs from all disciplines and escalate critical concerns/issues to the Tender Manager or relevant Person-in-Charge (PIC).
• Ensure proposal completeness, accuracy, compliance, and timely submission in line with Client requirements.
• Develop, compile, and maintain technical, commercial, and cost databases from historical project data and vendor/subcontractor quotations.
• Attend technical and commercial meetings with Clients as required.

QUALIFICATIONS / CERTIFICATIONS

• Bachelor’s Degree in Engineering from a recognized institution.

RELEVANT EXPERIENCE

• Minimum five (5) years of working experience in the Oil & Gas industry, preferably in tendering, proposals, or Hook-Up & Commissioning (HUC) projects.
• Well-versed in tender preparation, bid coordination, proposal documentation, and document control processes.
• Experience in offshore EPCIC and HUC project execution would be an added advantage.
