JOB PURPOSE

To provide strategic leadership and oversight for the entire Project Procurement & Subcontracts function, including Vessel Chartering and Asset Operations Procurement. The role ensures alignment with corporate goals, project execution strategies, governance standards, and contract compliance. The position leads multi-disciplinary procurement teams across project lifecycles, manages high-value vendor relationships, drives cost efficiency, and champions continuous improvement.

KEY ACCOUNTABILITIES

1. Department Leadership & Strategic Oversight - Lead the Procurement, Subcontracts, Vessel Chartering, and Asset Operations Procurement teams in planning, execution, and monitoring of all SCM activities. Ensure alignment with corporate objectives, budget compliance, and project delivery excellence.

2. Project Procurement Management - Direct the end-to-end procurement process for structural, mechanical, piping, E&I, and T&I packages across domestic and international EPCIC projects. Oversee execution of procurement plans to achieve best value, schedule adherence, and compliance with technical and contractual requirements.

3. Subcontract Management - Lead the formation and administration of subcontracts including hook-up & commissioning and marine spreads. Ensure proper risk allocation, value engineering, performance management, and compliance with contractual deliverables.

4. Vessel Chartering Oversight - Oversee time charter and spot charter arrangements for offshore support vessels (OSVs), ensuring technical suitability, commercial viability, and timely vessel deployment in line with project execution schedules.

5. Asset Operations Procurement - Drive procurement support for Asset Operations including MRO materials, maintenance campaigns, shutdowns, and critical spare parts. Promote long-term vendor partnerships and alignment with operational reliability needs.

6. Governance & Compliance - Ensure adherence to Sapura Energy’s COBC, ABC, and P2P procedures across all procurement and subcontracting activities. Mitigate value leakage and manage audit readiness and contract compliance.

7. People Development & Capability Building - Guide, mentor, and develop SCM team members across all domains. Lead the implementation of Individual Development Plans (IDPs), succession planning, and SCM capability uplift based on defined competency matrices.

8. Stakeholder Management - Foster strong collaboration with Project Management Teams, Engineering, Legal, Finance, and SCM governance functions to ensure cohesive and value-driven SCM support across all business units.

9. Performance Monitoring & Reporting - Drive the tracking of procurement KPIs including savings, turnaround time, vendor performance, and PO closeouts. Present reports and actionable insights to Senior Management for continuous improvement.

10. Continuous Improvement & Digitalization - Champion procurement process enhancements, frame agreements, and system-based automation initiatives. Identify and implement best practices, market intelligence, and operational innovations across the SCM spectrum.

QUALIFICATIONS / CERTIFICATIONS

  Bachelor’s Degree in Engineering, Supply Chain, Quantity Surveying, Business or related discipline. Master's degree is an added advantage.
 More than 15 years of experience in Procurement and Subcontracts within Oil & Gas/EPCIC projects. Combination experience in other Disciplines will be an added advantage.
 Minimum 5 years in a senior managerial role leading large cross-functional teams.
 Proven experience in offshore EPCIC procurement, subcontracting, and vessel chartering.
 Strong knowledge of SAP, P2P systems, BIMCO Contracts, and risk management practices.

RELEVANT EXPERIENCE

  Extensive background in managing complex procurement and subcontract packages, including fabrication, installation, marine spreads, and services.
 Track record in leading negotiations and contractual structuring for strategic scopes.
 Experience in Asset Operations procurement including spare parts, maintenance contracts, and critical equipment sourcing.
 Familiarity with international vendor landscapes, supply risk management, and multi-project procurement leadership.
