JOB PURPOSE
- The role will oversee and manage the delivery of Contract services and strategy from early project/tender phase until contract close outs.
- Leading all contract management activities for a major Tender/Project and/or multiple Tenders/Projects including contracts with Clients and partners (JV, Consortium).
- Manage Contracts Managers/Contracts Administrators including talent development, competency development and performance reviews.
- Manage all Contracts input into Tenders.
- Manage allocation of resources into Tenders and/or projects.
- Support/ stand-in for Head of Contract Management/ attend/ participate in various management activities including Review PSOH (Internal Project Review) (and provide proactive suggestions / compliance input).
KEY ACCOUNTABILITIES
Contract Drafting, Review & Negotiation
- Provide input on Contracting Strategies for major Contracting activities.
- Lead drafting, review and negotiate contracts; to ensure terms of the contract, obligations and deliverables; to protect Vantris Energy from potential contractual interests/risks, meet client’s expectations and project requirements.
- Provide contract/procurement advice to the relevant Sub-Contracts and Procurement personnel.
- Ensure flow down of head contract obligations are identified and provided to Subcontract/Procurement team.
Contract Execution & Compliance Monitoring
- Review, monitor and track contract performance that include but not limited to contractual deliverables, correspondences, notices, change orders and invoices; to ensure it is in accordance with organizational policies & procedures; and meet contract requirements and timelines.
- Monitor Contracts Managers/Contract Administrators’ performance related to claims, variations/change orders to ensure these are accurately evaluated, documented and submitted timely. Monitor variation/change orders are executed expeditiously.
- Provide advice and counsel to Contracts Managers/Contract Administrators on contractual issues and driving resolution.
- Participate in Contract audits, reviewing records for accuracy and conformance to standards.
- Ensure insurances are in place for the projects, develop checklist/audit for compliance by Subcontract/Procurement to ensure insurances are put in place by subcontractors/vendors.
- Ensure Parent Company Guarantee/Bank Guarantee or alternatively retention mechanisms are in place.
- Cash flow to be the focus for all members of the Contracts function.
- Managing and following up with the Contracts/Project teams to close projects efficiently.
Contract Management Planning & Strategy
- Assist Head, Contract Management to lead the development and implementation of Contract Management Plan in Projects; to ensure appropriate systems and processes are in place.
- Manage the strategy, contract management plan and resource allocation for all Client Contracts.
- Ensure Contracts / Commercial Familiarisation presentations are made to the Projects’ teams for new projects.
Stakeholder Management & Advisory
- Liaise and communicate effectively with various stakeholders in providing expert advice on contract management; to enable achievement of desired outcomes.
- Keep Management informed of any potential significant issues relating to contracts managed by direct reports.
Process Improvement & Governance
- Continually assess PMCOM / Contracts Management procedures and processes and implement improvements as required to support the business needs.
- Review relevant PMCOM procedures to address the lessons learned from the previously executed contracts.
People Development
- Support Head, Contract Management in allocating of Contracts Managers/Contract Administrators to support ITT process/Projects and redistribution of work where required.
- Manage talent development, competency development as well as develop and monitor team performance.
- Identify relevant training events/ webinar, etc., and encouraging Contracts Managers/ Contract Administartion to participate and prepare continuous learning plan.
QUALIFICATIONS / CERTIFICATIONS
• Masters or Degree in Business Management/Quantity Surveyor/ Law/Engineering / Project Management or equivalent; from recognized Higher Learning Institution.
• Legal qualification will be advantageous in addition to any technical qualification.
• Having Professional qualifications/certifications such as RICS, CIArb, CIOB, or equivalent is added advantage
RELEVANT EXPERIENCE
Minimum fifteen (15) to Twenty (20) years proven working experience in contract management and leading a contracts team for a large project or department, preferably in the Oil & Gas Industry
