Key Roles & Responsibility (List 10 to 12)

Specific responsibilities of the E&I Engineer include, but are not limited to, the following:

  • Complying to SPW HSEMS, rules and regulations and provide the necessary support to HSE Department to achieve Company’s HSE targets and objectives.
  • Coordinate with the Engineering Department for the preparation of DDE drawings.
  • Review and provide comments on IFD, IFA, and IFC drawings to ensure that the proposed designs are feasible and achievable.
  • Review / develop maintenance and project construction work pack into quantifiable and measurable elements
  • Produce job card estimates for the maintenance and project construction work assigned capturing all requirement with input from operation.
  • Perform offshore integrated site survey visit with the design & construction team to ensure complete definition of the work in terms of constructability, scaffolding requirement, identifying potential clashes, hazards and constrains with submission of site survey report as deliverables.
  • Review / identify the material requirements and ensure that they are complete.
  • Propose additional materials where requires in the planning phase for client approval.
  • Prepare and compile work package for integrated site survey; such as the print out work packs, close out certs, punch list status, material & fabrication status for all deferred and partially complete work in same areas.
  • Identify procedural requirements for the work and include qc and HSE requirements in job cards.
  • Prepare plan / procedure / checklist such as job hazard analysis plan (JHA), pre-commissioning, commissioning for all campaigns.
  • Prepare check sheet overview as project requirement.
  • Mobilization to offshore monitor offshore work execution progress, update progress data base against plan.
  • Become the leader of commissioning to guide the team performs function test, pre-com and commissioning of E&I equipment and system based on client requirement.
  • Continue to strive for improvement and explore new effective methods to execute work in order to reduce hazards, client’s oil/gas deferment.
  • Liaise with planning, offshore, material handling and fabrication functions to ensure campaign deliverables are available on site within the agreed lead time.
  • Ensure fabrication coordinator is kept updated with changes in the campaign plan and is in possession of a comprehensive load out plan to comply with load our objective for a campaign.
  • Develop pre-commissioning & commissioning procedures that are aligned with commissioning best practices and regulatory requirements to ensure safety, operability, and compliance.
  • Prepare test plans, coordinate commissioning activities for Power Transformers, Voltage Regulators, CB’s, PT’s, CT’s, HV Switches and Station Service Equipment and AC/DC System such as UPS, Chargers, Batteries and Transfer Switches.
  • Coordinate with 3rd party services to perform primary and secondary testing of instrument transformers (current and voltage transformers), polarity and ratio check.
  • Responsible and Coordinate with 3rd party service / vendor for setting‐up and testing of protection relays for HV feeders, power transformers and generators, and measurement centers. Handles testing of MV switchboards including the apparatus e.g. circuit breaker, disconnecting switches, earthling switches, VT's, etc., including testing of LV switchboards, apparatus such as circuit breakers, etc., the protection devices such as earth fault detection, etc. and measurement devices or centers.
  • Perform scheme test or functional test, testing of inter‐trip panel and tripping matrix and monitor testing of electrical & instrumentation interlocking schemes, cause and effect matrix test.
  • Engage and coordinate with instrument system vendors (e.g. Scada, DCS, PCS, SIS, FGS and WHCP vendors) to support logic modifications, graphic updates, CIST, IFAT, offshore loop checking, and commissioning activities.
  • Supervise the instrument team in carrying out device calibration, stroke testing, pressure leak test and offshore instrument commissioning activities, including loop checks and C&E testing.
  • Engage and coordinate with telecom vendors for telecom system testing and commissioning activities, including antenna alignment, fibre optic cable splicing & ODTR, PAGA, UHF/VHF, NDB, LAN network system and related systems.
  • Ensure that the E&I commissioning obligations of the project are carried out in accordance with the terms of contract, quality and schedule in conformance with good practice of commissioning standards.
  • Ensures operation and performance are in compliance with the design criteria.
  • Manage the documentation for electrical & instrumentation commissioning such as built drawings, manufacturer manuals and instructions, snagging lists, test procedures, risk assessment and health and safety method statement, end of commissioning reports.
  • Ensure all quality control records like test reports, equipment calibration certificates, design modification requests, commissioning anomaly reports, etc. for the works are progressively accumulated, indexed and available to support a phased systematic acceptance.
  • Set‐up, populate and maintain the databases to follow‐up and track the electrical & instrumentation commissioning work progress (i.e. the commissioning reports), the outstanding points (i.e. commissioning anomaly report), the hand over data or file for the energizing and operations.
  • Review and up‐date periodically the work time schedule.
  • Compile, consolidate and follow‐up of the outstanding lists and monitor the work progress and key timescale objectives.
  • Closely follow-up with construction team and monitor mechanical completion works for commencement of commissioning activities.
  • Develop plans / procedures to cover the inherent risks associated with pre-commissioning, commissioning, and other activities as well as risks associated with the performance of these activities while others are working in adjacent.

Qualifications / Certifications:

  • Minimum Bachelor’s Degree in Engineering or in related discipline     

Relevant Experience:

  • Minimum 8 years professional experience in the Oil and gas industry with at least 6 years working with an EPCIC Contractor
