JOB PURPOSE
The Quality Manager is a project-based leadership role accountable for driving overall Project quality performance and ensuring the effective implementation of the Quality Management System (QMS), in alignment with the ISO 9001:2015 and Corporate QMS, across all project phases, covering engineering, procurement, fabrication, installation, pre-commissioning and decommissioning activities. The Quality Manager shall ensure that the project is executed in full compliance with contractual obligations, client requirements, and all applicable statutory and regulatory requirements. The Quality Manager is accountable to the Project Manager for project delivery, and to the Head, Quality for compliance with Corporate Quality standards, policies and governance.
KEY ACCOUNTABILITIES
• Ensure project‑level compliance with the Quality Management System (QMS).
• Ensure development, approval coordination, implementation and controlled maintenance of the Project Quality Plan (PQP) in alignment with the Project contractual requirements.
• Ensure all project‑specific quality documents and procedures are reviewed, approved and implemented in alignment with the Project contractual requirements.
• Ensure seamless coordination and integration of quality requirements across engineering, procurement, construction and offshore operations.
• Act as the primary project‑level authority and escalation point for all quality interfaces with client, TPCA and regulatory authorities.
• Ensure all inspections are performed in accordance with approved ITPs, with complete, accurate and traceable inspection records, and with full accountability for inspection outcomes and quality compliance.
• Ensure effective management of non-conformances through timely response and resolution, comprehensive root cause analysis, and effective implementation of corrective and preventive actions.
• Ensure effective planning, coordination and implementation of Project Quality Audits and surveillance activities, with timely resolution and formal closeout of all findings.
• Ensure effective monitoring, analysis and reporting of Project Quality KPIs, trends and overall performance for Project Manager and Head, Quality review.
• Drive the implementation of lessons learned and continual improvement initiatives across the Project.
• Ensure deployment and enforcement of corporate quality programs and initiatives (e.g. CSF, Quality Rules, Q‑Card, CoPQ) at project level.
• Ensure high level of client satisfaction through consistent delivery of quality outcomes, proactive engagement and effective issue resolution.
• Ensure effective planning, proper compilation, accuracy and timely completion of project final documentation in accordance with the Project contractual requirements.
• Ensure project is adequately prepared for the IQA for Internal Quality Audits (IQA) and third-party audits, including effective management and timely closeout of all audit findings.
• Lead, manage and evaluate the performance of Project Quality personnel ensuring effective resourcing, competence deployment and succession readiness.
• Ensure regular and timely reporting of project matters to the Head, Quality as set by the department.
• Undertake responsibilities as directed by the Head, Quality to support departmental and corporate matters.
QUALIFICATIONS / CERTIFICATIONS
• Bachelor’s degree in engineering from an MQA-accredited institution or equivalent
• Certified IRCA ISO 9001:2015 Lead Auditor
RELEVANT EXPERIENCE
• In-depth knowledge and practical application of ISO 9001:2015 requirements, including implementation, maintenance and auditing.
• Strong expertise in Quality principles, with proven capability in leading Quality activities across all project phases
• Minimum of fifteen (15) years of experience in oil & gas projects
• Minimum of five (5) years of experience in a quality managerial role within oil & gas projects, with demonstrated leadership in Quality across multiple project phases.
• Experience in managing T&I/EPCI/EPCIC projects with the direct involvement of offshore operations • Familiar with international codes & standards such as ISO, API, ASME, ASTM, AWS, DNV, etc
