1. Position Purpose
• Support the Project Manager (PM) and Construction Manager (CM) in coordinating and managing operations activities, subcontractor readiness, manpower mobilisation and work-front readiness to ensure safe and timely project execution.
• Provide effective coordination between Construction, Engineering, Commissioning, HSE, Operations and subcontractors to support smooth execution of project activities.
• Support the project team during construction, pre-commissioning, commissioning, start-up and handover activities as required.
2. Key Responsibilities
• Support the PM and CM in day-to-day project execution, site coordination and operational planning.
• Coordinate operations-related activities and ensure planned work is properly prepared and ready for execution.
• Support manpower and resource planning in line with project requirements and execution schedules.
• Coordinate with Construction, Engineering, Commissioning, HSE and subcontractors to ensure work fronts are ready before mobilisation.
• Manage subcontractor readiness and ensure required manpower, competency, tools, equipment, materials and documentation are available before call-out.
• Prepare and maintain subcontractor call-out and mobilisation plans aligned with the project execution schedule and work-front requirements.
• Confirm subcontractor availability and readiness before mobilisation and maintain a readiness tracker showing Ready / Not Ready / Action Required status.
• Coordinate subcontractor mobilisation, attendance and resource deployment and follow up on late mobilisation, manpower shortages or other readiness gaps.
• Maintain backup / standby arrangements for critical subcontractor resources where required.
• Support the PM and CM in identifying operational constraints, resource shortages, risks and potential schedule impacts.
• Coordinate Site Technical Queries (STQ) with the Engineering team. Ensure site technical issues are clearly identified, documented and routed to the relevant engineering discipline.
• Follow up with Engineering on STQ responses and communicate approved technical clarifications back to Construction and subcontractor teams.
• Maintain an STQ tracker showing query number, discipline, description, responsible engineer, date raised, required-by date, response status and close-out status.
• Escalate overdue or critical STQs to the PM and CM where they may affect construction progress, safety or schedule.
• Coordinate with Construction, Engineering and subcontractors to ensure approved STQ resolutions are correctly implemented at site.
• Participate in site coordination meetings, work-front reviews, walkdowns, readiness reviews and execution planning meetings.
• Ensure activities are performed in accordance with approved procedures, project requirements, permit conditions and HSE standards.
• Support pre-commissioning, commissioning, start-up and operational readiness activities as required.
• Monitor completion of outstanding activities and punch items affecting work-front or operational readiness.
• Support troubleshooting and resolution of site execution and operational issues.
• Provide regular updates to the PM and CM on subcontractor readiness, call-out status, manpower, STQ status, constraints and recovery actions.
• Follow up actions assigned by the PM and CM and ensure timely closure.
3. Subcontractor Readiness & Call-Out Plan
• Develop and maintain a practical subcontractor readiness tracker covering manpower, competency, equipment, materials, documentation and work-front readiness.
• Establish call-out requirements and mobilisation sequence for each subcontractor based on planned activities and work-front availability.
• Confirm readiness before issuing or recommending subcontractor call-out.
• Ensure subcontractors are aware of scope, schedule, work-front requirements, HSE expectations and site constraints before mobilisation.
• Coordinate daily subcontractor attendance and resource deployment against the approved plan.
• Maintain backup / standby resources for critical activities where required.
• Escalate readiness gaps and recovery actions to the PM and CM where they could affect project schedule or execution.

Qualification and Work Experience
- 10 years working experience and Bachelor in Engineering
