JOB PURPOSE

Manage and supervise Contract Administrators; to ensure the performance and deliverables of the team; supports the overall project objectives and deliverables.

KEY ACCOUNTABILITIES

Draft, review and negotiate contracts; to ensure terms of the contract, obligations and deliverables; meet client’s expectations and project requirements.
 
Develop and implement Contract Management Plan; to ensure appropriate systems and processes are in place.
 
Liaise and communicate effectively with various stakeholders in providing expert advice on contract management; to enable achievement of desired outcomes.
 
Review, monitor and track contract performance that include but not limited to contractual deliverables, correspondences, notices, change orders and invoices; to ensure it is in accordance with organizational policies & procedures; and meet contract requirements and timelines.
 
Continually assess Contracts Management procedures and processes and implement improvements as required to support the business needs. Assigning work to direct reports and redistribution of work where required.
Provide Contracts input into the ITT process – Allocation of personnel to support the ITT process.
 
Provide advice and counsel to Contracts Managers on contractual issues and driving resolution.
 
Provide input into Claims / Change orders and ensuring Changes are executed expeditiously. KPI’s to be developed.
 
Ensure New Projects have Contracts / Commercial Familiarisation presentations are made to the Projects teams
 
Provide input Contracting Strategies for major Contracting activities
 
Keep Management informed of any potential significant issues relating to contracts managed by direct reports
 
Provide contract/procurement advice to the relevant non Contracts and Procurement personnel
 
Participate in Contract audits, reviewing records for accuracy and conformance to standards
 
Contracts Management for EPC, EPCC, EPCIC contracts
 
Ensure all variations and change orders are accurately evaluated, documented and submitted. Prepare and constantly update variation order register. Cash flow is to be the focus for all members of the Contracts function.
 
Managing the Project teams to close projects efficiently

QUALIFICATIONS / CERTIFICATIONS

Degree or Diploma in Business Management/Quantity Surveyor/ Law/Engineering / Project Management or equivalent; from recognized Higher Learning Institution

RELEVANT EXPERIENCE

Possess minimum of ten (10) years working experience in contract management; with five (5) years’ experience as a Contract Administrator, preferably in the Oil & Gas Industry.
 
Good working knowledge of contract management processes and techniques;
 
Possess high level of interpersonal skills and able to liaise effectively with various stakeholders;
 
Possess high level of written and verbal communication skills and the able to undertake negotiations in the resolution of disputes;
 
Able to review, develop and implement guidelines and operating processes;
 
Able to work in a team environment and with minimum supervision;
 
Strong in planning, prioritising and organising work for self and others;
 
Able to influence, negotiate and build effective relationships with various stakeholder internally and externally;
 
Strong command of written and spoken Malay and English;
 
Possess strong analytical and technical writing skills;
 
Proficient in MS Office Software such as Excel, Words and Power Point;
 
Able to read engineering drawings, will be an added advantage.
