JOB PURPOSE

The Category Manager is responsible to formulate and develop sound category/sourcing/contracting strategies, procurement guidelines and procedures for direct and indirect Group Categories to improve operational performance and maximize value to the Company. He/She will initiate, negotiate and monitor strategic sourcing for the relevant categories which include but not limited to Group Insurances, Marine Vessel, Marine Gas Oil (MGO), Structural Steel, Equipment & Rental, Tools & Consumables, Piping, Valves & Line pipes, Electrical & Instrumentation, Technical Services, Manpower etc.

KEY ACCOUNTABILITIES

  1. Category Strategy - Design, plan and implement a category strategy for its portfolio(s). Manage the Categories with the objectives of improving quality, cost and delivery performance.
  2. Contracting Plan - Plan, develop and set up market competitive long term Framework Price Agreement (FPA) or Master Service Agreement (MSA). Work closely with relevant technical/corporate team. Initiate and follow up activities related to pre-qualification of vendors and associated tender preparation and submittal.
  3. Spend Management - Ensure overall targeted savings plan is met & reported in due time. Ensure optimal Total Cost of Ownership (TCO) in procuring Goods & Services considering the cost, quality, delivery lead time, safety requirements, fit for purpose specifications and efficient contract administration.
  4. Category Leadership - Build competences by Categories in terms of spends analysis, demand forecast, market analysis, cost drivers, raw material indices; seek value improvement opportunities and define robust category strategies. Keep abreast of market developments and ensure appropriate action is taken if/when a Subcontractor / Supplier / Market constraint is identified.
  5. Vendor Management - Manage Supplier relationships to ensure continual support and enhance collaboration. Conduct periodical vendor performance review, identify gaps, improvement opportunities and ensure close-out actions.
  6. Stakeholder Management - Identify relevant internal & external stakeholders, develop and update SCM’s Stakeholder Engagement Plan for each category to solicit buy-in to the respective category strategies. Assess its effectiveness by obtaining structured and formalized feedback and lead the implementation of improvement measures.
  7. Tender and Project Supports - Support the project team in providing costing input for major Subcontracting / Services items for estimates and Tenders. Attend Tender clarification meeting and provide input. Participate in the Risk & Strategy meeting for projects. Maintain an historical cost database to provide pricing/benchmarking information to tenders and projects.
  8. Compliance - Monitor adherence to procedures related to Global Supply Chain (Internally & externally).
  9. Management Reporting - Provide relevant reporting to Projects & Management.

QUALIFICATIONS / CERTIFICATIONS

  • Bachelor’s degree
  • Any Supply Chain qualification will be added advantage.

RELEVANT EXPERIENCE

  • International experience is preferred.
  • Min 3 years’ experience in team management.
  • Good understanding of Frame agreement implementation, Global/Regional negotiations, and other strategic commercial matters.
  • Good experience on supplier qualification processes / Supplier Relationship management / continuous improvement.
