Job Purpose
To lead the organization’s anti-bribery, integrity, and governance framework by driving policy development, overseeing corruption risk management, providing strategic advisory, and ensuring compliance with regulatory expectations and certification standards.
Key Responsibilities
1. ABAC Policy Leadership & Governance

Lead the development of new and the periodic review (at least once every three years) of Anti-Bribery & Corruption (ABAC) Policies and Procedures (P&Ps) to ensure alignment with laws, regulatory requirements, and best practices.

Oversee implementation and effectiveness of ABAC controls across the organization.

Provide governance oversight to ensure consistent application of ABAC standards.
2. Corruption, Integrity & Governance (CIG) Risk Oversight

Provide strategic input and independent challenge on CIG risks in policies and procedures owned by other departments.

Work closely with risk owners to ensure appropriate anti-corruption controls are embedded in business processes.

Participate in enterprise risk discussions relating to integrity and governance exposures.
3. Advisory & Ethical Guidance

Serve as the organization’s subject matter expert on integrity, governance, and anti-corruption matters.

Advise management, employees, and stakeholders on ethical concerns, conflict of interest situations, and compliance with ABAC requirements.

Support the development of integrity awareness initiatives and training programs.
4. Anti-Bribery Management System (ABMS) Implementation (Future Plan)

Lead the design, implementation, and continuous improvement of the Anti-Bribery Management System (ABMS).

Manage the process to obtain and maintain ABMS certification (e.g., ISO 37001), including audits, documentation, and corrective actions.
5. Organizational Anti-Corruption Plan (OACP) (Future Plan)

Lead the development, execution, and monitoring of the organization’s Anti-Corruption Plan (OACP).

Establish KPIs, track implementation progress, and report effectiveness of anti-corruption initiatives to senior management and the Board (where applicable).
6. Corruption Risk Management & Reporting

Oversee corruption risk assessments and ensure mitigation plans are developed, implemented, and monitored.

Analyze corruption risk trends and provide periodic reporting to management and relevant governance committees.

Ensure proper documentation and evidence of control effectiveness.
7. Regulatory & Governance Reporting
-
Lead preparation and submission of reports and disclosures to the Malaysian Anti-Corruption Commission (MACC) and relevant internal committees.

Present integrity and governance updates to management and governance forums.

Act as liaison with regulators, auditors, and external assessors on ABAC and integrity matters.
8. Leadership & Stakeholder Management

Provide leadership and direction to team members (where applicable) in executing integrity and anti-corruption initiatives.

Build strong working relationships with business units to foster a culture of integrity and ethical conduct.

Drive continuous improvement of integrity and governance practices across the organization.
Requirements
-
Bachelor’s Degree in Law, Governance, Risk Management, Business, or related field (Master’s degree is an advantage).

Minimum 6–8 years of experience in integrity, compliance, governance, risk management, internal audit, or related fields.

Strong knowledge of anti-bribery and anti-corruption frameworks and regulations (e.g., MACC Act, ISO 37001, corporate liability provisions).

Experience in policy development, risk assessment, and regulatory reporting.

Proven stakeholder management and advisory experience at management level.

Strong analytical, communication, and presentation skills.

Demonstrated high integrity, sound judgment, and ability to handle sensitive matters with confidentiality.
