About the Role

We are looking for a Data Analyst, Project Resources to support data-driven resource planning and decision-making within the Project Management Unit (PMU). The role is responsible for consolidating and analysing manpower, workload, project demand, and cost data to generate accurate insights, forecasts, and reports that support effective deployment of project personnel, timely mobilisation, and better control of resource-related costs and under-recovery risks.

The successful candidate will work closely with project stakeholders to maintain reliable resource data, develop dashboards, track utilisation, and provide analytical support for project resource planning and governance forums.

 

Key Responsibilities

 

Resource Data Management & Governance

  • Maintain an accurate and up-to-date resource database covering manpower, roles, project assignments, availability, charging, and cost centres by consolidating inputs from PMU, Regions, HR, and project teams.
  • Perform data validation, reconciliation, and periodic audits to ensure accuracy, consistency, and traceability of resource, manhours, and cost data across systems and trackers.
  • Ensure proper handling of employee and resource data in line with internal governance requirements, including confidentiality and secure storage of datasets and reports.

Resource Planning, Forecasting & Utilisation Tracking

  • Develop and maintain demand versus capacity forecasts to support bids, prospects, project mobilisation plans, and ongoing execution requirements.
  • Monitor manloading, utilisation, bench strength, and over-allocation, while highlighting constraints, gaps, and risks for management attention.
  • Analyse mobilisation delays, recurring role gaps, and resource planning trends to improve planning assumptions, reporting, and governance practices.

Project Resource Cost & Under-Recovery Monitoring

  • Track resource-related cost trends and under-recovery drivers, including incorrect charging, prolonged idle time, and mismatch between planned versus actual resource usage.
  • Provide timely insights and recommendations to support corrective actions and improve resource cost control.

Dashboard, Reporting & Analytics

  • Design, develop, and maintain dashboards and standard reports covering headcount, deployment, demand versus capacity, mobilisation status, and resource performance metrics.
  • Prepare datasets, insights, briefing materials, and action trackers to support the Project Resources Committee and governance forums.
  • Identify opportunities to streamline resource tracking and reporting through automation, standard templates, and improved workflows.

Stakeholder Coordination & Tender Support

  • Engage with PMU leadership, Project Resources, HR, TEPS/Estimating, Planning, and project teams to gather updates, clarify assumptions, and resolve data discrepancies.
  • Provide resource analytics for tender strategy and early start planning, including scenario modelling, sensitivity checks, and identification of critical roles or bottlenecks.

 

Qualifications

  • Minimum Bachelor’s Degree in Statistics, Mathematics, Computer Science, Business Analytics, or a related field.

 

Experience

  • Minimum 3 to 5 years of experience in data analysis or business intelligence roles.

 

Technical Skills

  • Proficiency in SQL and experience with one or more data analysis tools such as Python or Excel.
  • Hands-on experience with data visualisation tools such as Power BI.
  • Familiarity with project-related tools such as MS Project and Primavera.
  • Familiarity with basic AI or machine learning concepts or tools such as ChatGPT and Copilot.

  • Clear communication skills with the ability to work across business and technical teams.
  • Strong organisational skills and ability to work independently.
  • Good understanding of project contract requirements and PMCOM requirements will be an added advantage.
