JOB PURPOSE

  • Y.A.B Prime Minister's Directive Series 1 No.1 Year 2018, issued out in October 2018 mandated that all Heads of Government-Linked Companies (GLCs), companies owned by the Ministry and Government agencies including the State Government to establish an IGU and subsequently carried out the four core functions as stated in the directive.
  • Purpose of the IGU is to strengthen internal controls in preventing corruption, abuse of power and malpractices.

 

Key accountabilities

  • Ensure timeliness, expertise and efficiency in the managing the risk of corruption, abuse of power and malpractice in the organisation
  • Implement the functions of IGU effectively, without influence from any internal or external parties
  • Avoid elements of rejection, pressure, isolation, denial or unreasonable action on the organisation’s side
  • Avoid conflict of interest in any exercise of official duty
  • Coordinate, supervise, monitor, and assess the organisation’s integrity programs
  • Advise the head of organisation in matters involving integrity, corruption and abuse of power
  • Prepare an organisation anti-corruption plan which details the anticorruption action plan in the organisation
  • Carry out duties on organisational integrity management from time to time based on the enforced law and regulations
  • Carry out benchmarking for integrity programs in comparison to other organisations for continuous improvement
  • Establish good relations with the organisation’s top management in order to enhance awareness on corruption, abuse of power and malpractice as well as violation of integrity
  • Establish a systematic integrity complaints system to ensure action is taken on every report on criminal misconducts, corruption, abuse of power and malpractice, as well as violation of organisational code of conduct and ethics
  • Supervise the detection and verification on reports of criminal misconduct, corruption, abuse of power and malpractice that the IGU receive in the organisation, following which ensuring appropriate action is taken
  • Plan, implement and coordinate integrity enhancement programs to boost moral values, ethics and integrity among officers and staff of the organisation
  • Ensure the best governance is upheld towards strengthening integrity of officers and staff in the organisation as well as in dealing with integrity issues, in particular those of corruption, abuse of power and malpractice.

 

Qualifications / Certifications:

  • Bachelor’s or Master’s degree in Law, Governance, Public Administration, or related field.
  • Minimum 10-20 years of experience in integrity, compliance, or governance roles.
  • In-depth knowledge of MACC Act 2009, Section 17A, and T.R.U.S.T principles.
  • Must Certified Integrity Officer (MACC-CEIO) accreditation
  • Certification in ISO 37001 (Anti-Bribery Management System) is preferred.
